Harbor Prime is filled with unique and (somewhat) friendly characters whom you can speak to. If you cater to their needs, their services may help you greatly.
Not all characters in the game are benign, though. You may come across a few people whom are aggressive and hostile towards anyone outside of their own organisation.
Ace resides in the Sewers, and was alone in the area until Lorraine and her Seeders gang showed up. He's a survivalist with an unhealthy obsession over his fuel-filled Jerry cans.
AJ[]
AJ is an investigative journalist working solo, itching to make it big in Harbor Prime. Wherever corruption and conspiracy seeps through the cracks, she'll be there to hopefully uncover the truth.
Barbara[]
Barbara's an old pop singer trying desperately to make by in today's technological society. She's resorted to purchasing vocal implants from EchoCorp to keep a sliver of what was.
But singing for the local "Nightingale" bar doesn't pay the bills, unfortunately...
Camilla[]
Being Barbara's number #1 fan, Camilla is more stuck in the past than Barbara herself. After discovering Barbara's deal with EchoCorp, she's determined to not only expose her as a fraud, but replace her in every way.
Claire[]
The bitter-sweet receptionist at BioFarmTech's HQ in Highrise, Claire says and does exactly what she is told, down to the script.
The job isn't exactly fair, though, so she's entitled to get frustrated every once in a while...
Maria[]
Maria is the new receptionist at BioFarmTech's HQ, taking over from Claire after she was proven to be incapable of doing what she's told.
Let's hope Maria learns...
Decker[]
Decker is (or rather was) the owner of the hacktivist bar in Fixer's Hope. Like many of the clientele he served there, Decker was once a top-notch hacker back in the day.
Decker has his reasons taking up Raycast's request to help Dex. But like a lot of his past, he keeps that reason to himself.
Raycast[]
Raycast is the one hacker in Harbor Prime whom every other hacktivist worships. Responsible for many cracked conspiracies in the past, Raycast has never been seen, and has never been caught. No one even truly knows who Raycast really is.
When the Complex starts knocking on Dex's door, Raycast is ready to put his identity on the line to make her realise her true destiny.
Tony[]
Tony is Decker's friend and ally, and has given his fair share of help in the past. Considering the small-scale services he's been dishing out, Tony talks himself up more than he should.
Tony doesn't get out much. His office (and place of residence) resides in the back alleys of Taijo.
Tony's determined to make a name for himself. So when Decker sends Dex his way, he must swallow his pride and help out.
Miranda[]
Miranda is a lawyer who was hired (or "blackmailed") by the megacorporation "Samio" to expose the happenings at IchorCorp, and frame the man responsible for the security at their facility: her husband.
Miranda has always known that it was the Complex pulling the strings, and has never forgiven herself for turning on her husband like that.
Richmond[]
Richmond was the chief of security at IchorCorp's Redwood-Watts facility. With his background as a full-fledged hacker, Richmond built the security in that place like a veritable fortress. It was not his fault that the incident happened there, but he was framed anyway.
Now, his distrust of the Complex and of his wife has led him to seek solace on the outskirts of Harbour Prime. He waits there, ready to send a shotgun shell through the head of the next corporate stooge that comes his way.
Georgij[]
Georgij used to work for the megacorporation "Samio" as an Information Technology officer. That was until the company pushed poor Georgij to his limits. Feeling that he became too feeble to keep up with the workload, the company fired him.
Now poor Georgij is living on the streets trying to make do. But he has a plan to get back at the world. He's worked everything out, and is ready to make his move.
All he needs is a bottle of "Antidepressants"...
The Crow[]
"The Crow" is the head director of the Complex, and has been so ever since the creation of Kether. Given her frail state, she leaves the Complex in Hammond's capable hands.
She has also been in the business of growing clones of herself in an unknown facility, and tying each clone to a piece of Kether. The eventual endgame is unknown.
Dex happens to be one of those clones.
Nestor[]
Nestor is the Crow's capable butler and caretaker, who resides with her in the Complex's orbital space station high above Harbor Prime.
Hammond[]
Hammond is the acting director for the Complex while the Crow rests. He has overseen every operation within the Complex. His main base of operations is the cloning facility in an unknown location.
Hammond has only ever been 75% devoted to the Crow's authority. His devotion becomes challenged when he learns of the Crow's endgame.
Iain Calderson[]
Iain was a researcher at the Redwood-Watts facility during the time Samio took over. His outstanding work in the field of bio-organics is what led to his kidnapping and staged death by Armagear.
He now resides in an unknown facility, "assisting" the Complex in growing clones in the Crow's image.
Iain2Stay[]
"Iain2Stay" is an A.I.-integrated robot which can be found at the Redwood-Watts facility. It was originally a pet project between Iain and Ellie, and never had that name in the first place.
Ever since Iain's disappearance, though, Ellie has re-purposed the robot as a replacement, and altered the voice modulator to sound just like Iain.
Grief can do weird things to people...
Ellie[]
Ellie is the head researcher at the re-purposed Redwood-Watts facility, who specialises in Artificial Intelligence. When Samio took over, she was hired there along with Iain, and the two have been work partners ever since.
After Iain's "passing", Ellie soldiered on as best as she could. She had even developed a slightly intimate relationship with the new security officer, "Mitchell".
Hank Coughlin[]
Hank owns a gun store in the Chinese Quarter. Weapons and ammunition is his expertise, more-so even during his military days. But he also has a soft spot for antiques, dating back to the 20th century and even before. He'll pay a good price for whatever you find.
Mr. Holm[]
Mr. Holm owns and operates the pharmacy in Fixer's Hope. No one knows better about medicinal remedies than he. He does tend to be a bit apathetic to his customers though, but he has his reasons.
Dr. Niles[]
Dr. Niles operates a back-alley clinic, a short distance from the Gate in the Chinese Quarter, which specialises in augmentations and neurosurgery. If you're in the market for some cybernetic upgrades, you won't find a better surgeon anywhere else. And if you pay his prices, he'll do it with no questions asked.
Lily[]
Lily is the sole proprietor of "The Aphrodite" in the red-light district of Afterlight Boulevard. Her service caters to a wide range of clientele. If you're looking for a good time, her staff will see to it that your "needs" are satisfied.
Lately, Lily's been in the market for some fresh blood, and her search has led her to the slums of Taijo...
Shen[]
Shen lives in Taijo, and used to work in the local restaurant with his sister Chuntao. This was until Lily stepped into his life unannounced. Now, he's been roped into the escort business of the Aphrodite, as the only non-augmented staff member.
With a constant high fueled by Exalta, Shen's on his way to being shipped out of Harbor Prime to a private island far away. Someone needs to show him the error of his ways, and bring him back to where he belongs.
Toshan[]
Toshan works at the Aphrodite as one of Lily's special escorts. One of the many "Ultra"-humans employed there, every inch of his being has been surgically optimised for pleasure.
He's not just there for action, though. If you catch him on his break, he's pretty informative.
Charlene[]
Charlene is Lily's supposed friend, and works in the Chinese Quarter as a solo escort (or "prostitute" for short). She favours all types.
Charlene has a slight addiction to Exalta narcotics. She'll pay a pretty penny just to get her hands on some.
Speedy[]
Speedy hangs out on the streets of Afterlight Boulevard. He's probably the youngest black-market dealer you'll ever meet in your life (maybe). Weapons, narcotics, intel, performance enhancers... whatever you need, chances are Speedy's got it!
Timmy Larrison[]
Timmy lives in one of the upscale domiciles in Downtown. He lives with his terminally-ill mother, and will do anything to see her smile again.
Will you help this poor kid out?
Mrs. Larrison[]
Mrs. Larrison is the somewhat religious mother of Timmy Larrison. She is suffering from cancer in the spleen, and requires a transplant.
Nathaniel[]
Nathaniel is apparently one of Armagear's top-notch hackers in their employment. He's been tasked with circumventing the security on the "Eclipse", and finding out the name and location of Lydia's new benefactors.
Whatever God gave him in terms of computer skill was balanced by stripping him of all his courage. It won't take much to convince this "wirehead" to give you what you want.
Lydia[]
Lydia once worked for Armagear as one of their head researchers, in the Bioweapons division. When a rival company offered her more, she decided to take the offer and leave Armagear for good.
There is one thing you need to know about Armagear, though. They don't accept resignations...
Navarro[]
Navarro works as one of Harbor Prime's police officers. He's also probably one of the most diligent. He and his crew battle the more corrupt denizens of Harbor Prime ever day. The war's not been to good to his crew though, as they get pitted more and more against augmented goons each time.
Long story short, Navarro's getting too old for this, and could benefit from some outside help.
Nichie[]
Nichie owns the weapons store "Everyday Guns", in Downtown. Her shop contains more of the newer models of weapons, ammunition, and miscellaneous military equipment the corporations ship out.
She is in constant competition with Hank's store. Despite that, Nichie doesn't seem like the gun store type...
Sam Nicolson[]
Sam owns the general store located in the leftmost part of Downtown. Her store sells, as you would've guessed it, miscellaneous goods and merchandise.
Lately, Sam's had a bit of trouble with her accountant, who's supposed to return to her with a sales report for her shop. But she hasn't had any response from him in weeks.
Samaras[]
Ol' Samaras hangs outside the Docks below Fixer's Hope, guarding his even older fishing boat. Not much happens in his life thanks to the installed Docks security, so he just stands outside and tries to not cause trouble.
For the right price, though, he'll be somewhat willing to help you get out to sea.
Seifer[]
Seifer is a member of the group known as the "Aguila". Unlike his brethren, Seifer doesn't like to fight or get his hands dirty, since he doesn't have a single bad bone in his whole body. Seifer's too nice for his own good. He's also not too bright.
Seifer has been working with the Seeders gang to procure food for his group. Little does he know, though, what he's gotten himself into...
Soto[]
Soto is a somewhat hidden character that can be found over the rooftops of Downtown(from 5th floor of the apartment to the top of everyday Guns' building). He is a self-proclaimed master of parkour and meditation (although, given his location and the means to get there in the first place, his claim may have some truth to it).
If you accomplish the challenge to reach him, Soto will bestow upon you a tremendous gift.
Hassan[]
Hassan owns a restaurant in the district of Downtown, which specialises in Middle-Eastern cuisine. His culinary skills are second to none, evidenced by his signatory dish, the "kebab".
Hassan is in a spot of bother with BioFarmTech on his production of Cumin seeds for his spices. If you help him out, he'll gladly reward you.
Chuntao[]
Chuntao owns and works in the restaurant in Taijo. She used to work with her brother Shen until he was taken away from her. Chuntao does her best, but it's just not the same without him. She would be grateful if you located Shen and brought him back.
Characters (Hostile)[]
Connor[]
Connor used to work in Harbor Prime's police force. In fact, he used to be Navarro's partner-in-crime. But he took it personally that they were being pitted against (and losing against) augmented goons. So he took to giving himself the same treatment, until he was kicked off the service.
Now, Connor is working as a soldier-for-hire, under contract with Armagear. He's too jacked-up to be left unsupervised. He must be stopped.
Lorraine[]
Lorraine is the leader of the "Seeders", a gang consisting of grunts and smugglers always looking to make a bit of scratch. She's tough, spunky, and meaner than Armagear's whole division. Watch out for her chains!
Lorraine has her group working on a secret project under orders from BioFarmTech.
Mitchell[]
Mitchell Bryan works for Armagear, and was hired by the Complex to provide security for their Redwood-Watts facility. He became the facility's chief security officer.
Mitchell used to be in the military until certain circumstances led to him being tried at a court-martial. His P.T.S.D diagnosis let him off with a discharge.
Mitchell has formed a small relationship with Ellie, Iain's work partner.
Trivia[]
While not technically a quest, reaching Soto is quite a challenge (much easier to reach him using air dodge/roll). Reaching him will allow you to obtain an upgrade to your "Artificial Limbs", which will negate fall damage (you don't need the original implant to reach him, but the dialogue will be a little different and you won't be able to acquire upgrade until you buy the Artificial Limbs). To reach him:
Go to Downtown.
Go into the apartment building where you found Timmy and his mother (see "Poor Timmy").
Go to the top of the elevator, and head through the door.
Jump down to the lower platform.
With a running start, perform the longest high-jump you can, and hold UP to mantle yourself onto the roof.
